AN ACT UPGRADING THE MINIMUM SALARY GRADE LEVEL OF PUBLIC SCHOOL TEACHERS IN ELEMENTARY AND SECONDARY LEVELS.
Article XIV, Section 5(5) of the 1987 Constitution provides that:
“The State shall assign the highest budgetary priority to education xxx”
It has long been the practice of the previous administration to give budgetary appropriation to education smaller than other programs of the government. This has affected so much the quality of education that can be inculcated to the youth due to low salary to teachers in the public sectors as compared with those in the private academe.
Such low salary and less benefits due to the public school teachers has deterred prospective teachers to join the public sector.
To realize therefore, the above cited provisions and to avert further deterioration of the quality education in public schools, remedial measure as regards teachers’ compensation and other benefits must be resulted to.
