VP NOLI RALLIES CAREER EXECUTIVES SERVICE OFFICERS TO ACTION

Vice President Noli "Kabayan" De Castro yesterday (November 13) urged newly appointed and promoted Career Executives Service Officers (CESOs) to take up the challenge of helping the nation survive the effects of the global crisis.
During the 2008 Gawad CES Awarding Ceremony and Oath Taking of CESOs held in Malacañang yesterday, De Castro suggested a three-thronged approach that may be taken by the career executives in these challenging times: First: equitable public service-that those in government shall aim to serve only the interest of the people, especially the poor and underprivileged and not of those privileged few; Second: the benchmark to follow by CESOs in their performance should be of global competitive rank. On this point, De Castro cited the government's efforts against corruption, using as a tool Republic Act 9485 or the Anti-Red Tape Act of 2007.
“Transparency in governance is more important now than ever, that is why the administrative feasibility of RA 9485 must be put to test an be effectively implemented. Ang batas na ito ay siyang dapat maging gabay, buod at sentro ng pamamahala,” De Castro said.
And third: CESOs must perform their duties with diligence, integrity, competence and fidelity. De Castro said that there is a need to elevate, integrate and institutionalize various functions and duties in executive agencies in accordance with the manual of operations and codes of conduct.
De Castro said that during these times of global changes and crisis, governments everywhere should be able to adapt to these changes and make itself relevant and truly effective.
“And you, (CESOs) are at the forefront of that challenge. As career executives, you were trained to be agents of change, not just in your respective offices but also in society.”
