ILLEGAL RECRUITMENT TASK FORCE NABS TWO FOR ILLEGAL RECRUITMENT
November 18, 2008

TWO suspects believed to be engaged in large scale illegal recruitment were arrested by the Task Force Against Illegal Recruitment (TFAIR) in Cagayan De Oro City last week.

TFAIR head Vice President Noli 'Kabayan' De Castro identified the suspects as Faith Barcelona y Dela Pena, 29, and Frances Gemma Barcelona Pilapil, 50. Both are residents of Cagayan De Oro City, he added.

According to De Castro, the two were arrested by joint elements of the Criminal Investigation and Detection Group (CIDG) and the Office of the Vice President (OVP) during an entrapment operation last November 14.

The entrapment operation, he said, was conducted following a complaint by Leizl D. Enomar against the suspects who allegedly collected money from her in exchange for an overseas job in the United Kingdom.

Verifications made by OVP and CIDG at the Philippine Overseas Employment Authority (POEA) revealed that the suspects are not registered recruiters and thus cannot facilitate overseas employment as well as collect money for their services.

Acting on the complaint, members of the arresting TFAIR immediately planned the entrapment operation with the cooperation of the complainant and raided the residence of the suspects.

Aside from the marked money, several items also found in the possession of the suspects were four pages of Cathay Pacific Airways Booking dated Nov. 5, 2008, five pages of Cathay Pacific Airways Booking dated Nov. 5, 2008 and seven pages of a list of vacant overseas job positions.

Authorities are preparing charges for large scale illegal recruitment and estafa against arrested suspects.
